The Oceanside Action Partnership’s “Pothole Treasure Hunt” wraps up on April 30, 2026 —just a few days left to submit any remaining potholes or stormwater drain locations. Thank you to everyone who participated in helping us map and improve our roads. Winners will be announced in the first week of May—stay tuned!

We’re also pleased to report that the Hillcrest Avenue grading and stormwater management project has been successfully completed. This was a true team effort. A big thank you to Chris Laity , Director of Tillamook County Public Works, for working closely with McDonald Excavation to move this project forward quickly. We also appreciate Shane Hamann , Operations Superintendent, for providing hands-on pothole repair training to our team.

And most importantly—thank you to our dedicated Roads and Parking Team volunteers. Your planning, coordination, and hard work are making a real difference in our community.

As a reminder, driving 10 MPH or less on gravel roads goes a long way toward maintaining road quality, reducing dust, and improving pedestrian safety. Your cooperation helps protect the investments we’re making together.

What a fantastic turnout for the Sunset Beach Cleanup! Our volunteers showed up in force and did an amazing job clearing trash from Oceanside to Netarts—both along the beach and Highway 131. It was a fun, energizing day of teamwork, capped off with a well-earned happy hour at the The Schooner Restaurant & Lounge (and a big thank you to Schooner as well).

A huge thank you to everyone who pitched in—you make this community shine! We appreciate our partners from SOLVE, Netarts WEBS and The Schooner for another amazing collaboration.

On the project front, we continued building momentum on the Tire Trail Rebuild. We’re eagerly awaiting the engineering and survey reports, and expect to have some exciting updates to share next month.

We’re excited to share that our Shared Use Path engineering work officially launched in April! The project kicked off with a drive about field reconnaissance, giving our consulting engineering team a first-hand look at the many opportunities—and challenges—along the proposed route.

This initial exploration is just the beginning. It will be followed by detailed research and evaluation of multiple design alternatives, which OAP representatives will review together in May. As expected, the route presents a wide range of terrain conditions, and each segment will require its own thoughtful and tailored approach.

We anticipate receiving the final engineering deliverables in June or July. These will serve as a critical foundation for future grant applications as we move toward making the Shared Use Path a reality.

OAP’s cell tower partner project lead attended a briefing convened by the Oceanside Water District Chairman. Representatives from Couger Ridge Development, the Water District engineering team, and the cell tower company reviewed and documented each party’s project requirements. The meeting’s objective was to align plans for future development and ensure Couger Ridge infrastructure decisions do not adversely affect concurrent or planned projects.

Also, per the February Team Update, we have initiated contact with a second cell tower developer. Their Territory Manager is preparing a budget authorization request to enable a technical team visit to Oceanside to assess candidate tower sites and develop a cell site budget. Our team will coordinate visit logistics and provide support to the scouting team as required.

The Shared Use Path Team successfully engaged DOWL Engineering to complete a GIS study and concept-level design, funded through a Tillamook County grant. This important step will help define feasible routes, identify potential challenges, and guide the development of a comprehensive funding strategy. Over the coming several months, the team will work closely with DOWL to refine next steps and position the project for future implementation.

Team members also participated in the recent ODOT Community Transportation Outreach meeting, advocating for inclusion of the Shared Use Path in the 2026 Tillamook County 20-year Transportation Plan. This inclusion is critical to advancing the project and unlocking future funding opportunities. We continue to collaborate closely with ODOT and Tillamook County Public Works to ensure this priority remains front and center.

The Oceanside Action Partnership’s “Pothole Treasure Hunt” is in full swing and it’s never too late to submit an issue.

The team has identified Hillcrest Rd as probably the road with the most issues (Potholes and Strom Water). We have partnered with the County and a private contractor for repairs. Estimates are under way and nothing is in stone as of yet, but I feel very positive moving forward with this project.

With spring break ending, we all know that tourist season is starting and parking will be issue in the village.

Remember, anyone has the right to legally park “in the right of way” on our public roads. Please be patient!

Trails Team Update

The Trails Team once again partnered with Trailkeepers of Oregon, Tillamook Public Works, and Netarts-Oceanside Fire Protection District at the Short Beach Trail. Together, we completed the final section of railing, an important step in continuing to improve public safety. We also remain committed to weekly trail maintenance to keep this treasured community asset in great shape.

We also launched our 2026 Scotch broom eradication effort with a successful work party. Thirteen volunteers joined in to remove 8 truckloads of brush and debris, contributing another 40 hours of community service to Oceanside.

Just as important, we shared a lot of laughter and fellowship while working together and strengthening neighborhood connections.

Tire Trail News: We expect to receive both the professional survey and the bridge inspection and repair analysis by the end of April. Once those reports are completed, we will move ahead with project engineering, design, and development.

The Scotch Broom Removal Parties have started up again. The next work party will be on March 26 from 9am to noon. Please plan on meeting at Trillium and Hillsdale. Volunteers please bring water, gloves, and loppers. Three trucks will haul the debris to the Cougar Ridge dump site. The NOFD will oversee the controlled burn during a practice exercise.

Tire Trail. Dunn Engineering has been engaged to complete a bridge inspection and repair report. Wintergreen Surveying has also been contracted to complete the survey. The TCVA Facilities Grant awarded to OAP, will fund these.

Beach Cleanup: OAP will partner again with Netarts WEBS and SOLVE in another beach cleanup: Sunset Beach Cleanup, April 26, 4pm- 6pm. Oceansiders will again meet for registration at the Oceanside Upper Parking Lot. Please bring gloves and a trash collection bucket.

Short Beach Trail Rebuild . A small team from OAP will work with Trailkeepers of Oregon to complete an additional section of railing at the plume on Short Beach Trail on March 6 and 7. Our team continues its weekly maintenance of this trail, removing graffiti and filling step boxes with gravel.

The cell tower depicted above represents our long-term goal. While we are not there yet, progress continues.

Our original tower development partner remains engaged and is working with wireless carriers to secure approval for a new tower site closer to Oceanside.

Recently, the partner company initiated a significant internal transition. As part of this restructuring, resources that would typically be dedicated to ongoing market development activities have been redirected to internal process improvements. Although this shift has affected the pace of our project, the company has confirmed that the Oceanside tower remains a priority within its portfolio.

At the outset, the anticipated timeline for completion was approximately 12 months. For a variety of reasons, that timeline was not met, and the current restructuring introduces additional uncertainty regarding delivery dates.

Following a candid discussion with our partner regarding project status and next steps, we mutually agreed that engaging an additional contract tower development firm could help accelerate progress. Accordingly, our team initiated discussions with a smaller—yet nationally active—tower company that recently completed and commissioned a new installation in the Coast Range. The opportunity was reviewed in detail with both the company’s National Director and Territory Manager. The Territory Manager has since added Oceanside to her list of prospective sites and presented the location to carriers during her most recent visit to Oregon.

We are currently awaiting feedback from the carriers.

In the meantime, there are encouraging anecdotal reports regarding improved service in portions of Oceanside. Signal reliability between Netarts and the Village area, as well as in some beach locations, appears to have improved. Calls that previously dropped near The Capes now reportedly continue uninterrupted through Avalon West. Residents in the Camelot neighborhood have also observed increased signal strength.

It appears carriers may have implemented adjustments—such as power increases or antenna/sector modifications—at existing sites. Community members were encouraged to file service complaints with their carriers, and while we cannot attribute recent improvements directly to that effort, it may have contributed to carrier action.

Despite these improvements, service gaps remain. The team will continue pursuing both infrastructure expansion and carrier engagement to address remaining coverage deficiencies in Oceanside.

The Oceanside Action Partnership with support of the Oceanside Neighborhood Association, launched the “Pothole Treasure Hunt” on February 10, 2026. Our community response has been tremendous with many issues being reported. Thank you for your great work!

We all have heard the news about Oregon Parks and Recreation Department plans to make the wayside a “fee parking” facility to help offset the maintenance costs of the wayside. As we navigate this change to Oceanside, it can be an opportunity for us to institute policies for the betterment of our community.

Help Us Find the Potholes and Stormwater Drains

Put on your walking shoes and join the fun. We’re launching a community‑wide treasure hunt to locate potholes and stormwater drains that need attention. Every “find” helps improve safety and supports our partnership with Tillamook County Public Works.

We had our second meeting on February 4, 2026. As we discussed many future projects, we have prioritized two projects to start with: Pothole identification and Storm water management .

We are asking residents to identify potholes/road issues in our community. This information will be relayed to the county roads department to help them prioritize major road repairs. The county will provide materials and education on pothole repairs. We need volunteers to provide the labor and to help keep our storm water drain culverts cleaned out.

The Trails Team has been hard at work this month, moving several important projects forward:

• Short Beach Trail Railing Project

We met with NOFD, Tillamook Public Works, and Trailkeepers of Oregon to design and plan the next section of railing for the Short Beach Trail. Additional late‑winter work parties will be scheduled to fabricate the new railing, remove the temporary orange fencing, and top-off several steps with gravel.

• Scotch Broom Eradication Planning

A coordination meeting with NOFD and Bill Hughes of Cougar Ridge Development helped lay the groundwork for late‑winter and early‑spring scotch broom removal efforts. Volunteers will be needed to pull, collect, and transport the broom to the designated Cougar Ridge site, where the Fire District will conduct a controlled burn.

• Roads & Parking Collaboration

We met with the OAP Roads/Parking Team to explore opportunities for joint work parties focused on vegetation removal and clearing stormwater drainage systems. This collaboration aims to strengthen our partnership with the county and support shared stewardship goals.

• Ongoing Trail Maintenance

Weekly maintenance and debris removal continued on the Short Beach Trail, along with upkeep of neighborhood connecting pathways.

Potholes Team Launch

We have a meeting at the Grand Ronde scheduled for Jan. 15th to discuss the proposed signs with a goal of gaining partner signoff. We have a well prepared draft and hopefully will be able to pull it all together quickly and proof completed by Partners In Design before the All Partner Meeting on January 28, 2026 .

Work is advancing in content and design on the Short Beach Trail Signage.

Trail Maintenance & Storm Response: The storms in December persisted and so did our Trails Team's efforts. We cleaned up the Tire Trail again and continue to provide regular maintenance to the Short Beach Trail clearing the slippery leaves, branches and twigs.

Tire Trail Rebuild Progress
The Tire Trail Rebuild Project advanced. We completed our grant application to move forward with a concept study, survey work, and bridge inspections — all key steps toward the full rebuild. Volunteers, please stand by for upcoming work parties as the project advances.

Short Beach Trail Improvements
We have met with our partners (TIllamook County and TrailKeepers of Oregon) about adding additional railing to the Short Beach Trail and removing the temporary orange mesh fencing around the plume area. The County has commited materials and support, and we are planning to calendar the work party shortly. Please standby for dates.

Scotch Broom Removal – Spring 2026
Early planning is already underway for our spring 2026 scotch broom eradication work parties. We now have two heavy duty removal tools at our disposal. Dates and volunteer sign-ups will be announced early next year.

Trail Maintenance & Storm Response
The November storms did a number on several of our neighborhood connecting pathways, but the OAP Trails Team made quick work of the cleanup. These trails are now open again — and looking better than before. The effort also gave us the opportunity to remove a large amount of invasive scotch broom along the way. Thank you to all the volunteers who jumped in to help.

We'd like to share information on two topics - cell tower progress and T-Mobile/Starlink new ( voice and video call! ) capabilities.

Cell Tower Project Update

We are staying in touch with our cell tower partner. Your calls to the service providers with network availability complaints are much appreciated and very helpful. Thank you!

The company continues its work with the major carriers on the site's partnership, as well as with the property owner securing the site's lease options.

T-Mobile/Starlink enables limited data/voice services

Until recently, Starlink/T-Mobile partnership provided text only services through direct-to-satellite technology.

Recently it announced the launch of data services limited to a number of applications. This is the most significant update since the T-Mobile/Starlink launch - the service allows voice and video calls using the WhatsApp application. $10/month "T-Satellite" service charge covers both text and data. New service was tested in Oceanside and worked as advertised.

If you are a T-Mobile subscriber and don't have "T-Satellite", you can add the service easily through your T-Mobile app, web account or by contacting T-Mobile.

For Oceansiders who are not T-Mobile customers - you still can subscribe to "T-Satellite" for the same $10/months without switching your service provider, if your handset allows using eSIM. Most modern handsets have the option. You can find the list of supported models on T-Mobile's support page. A note for iPhone users - iPhone 13 and newer are supported, but you need to make sure your iOS is updated to version 26.0 and higher.

Five local volunteers have stepped up to launch the Oceanside Roads and Parking Team. The inception meeting will be held Dec 2, 2026 from 9:00-10:30 a.m.

We will begin to develop the mission statement and strategy needed to accomplish our Oceanside roads and parking initiatives. If this calls to your passion, please join in.

2025 Oceanside Investment Plan Revisit Workshop

The OAP Oceanside Investment Plan Revisit Community Workshop concluded with rave reviews and a packed house at the Oceanside Community Center . More than 55 community members filled the room, eager to learn about progress on shared priorities and celebrate the power of local teamwork.

After a quick recap of the 2023 priority projects , each Team Coordinator shared updates and fielded questions:

Following the project reports, Cynthia Miller presented and analyzed the community email survey results , answering questions and guiding discussion about next steps.

One key idea that emerged was the potential formation of a Roads and Parking Team within the ONA. Chris Laity, Director of Tillamook County Public Works, spoke about successful examples from other communities and described how organizing local input can help shape future road and parking improvements. OAP plans to present this opportunity to the community soon and hopes to recruit a volunteer Team Captain and teammates to lead the effort.

The workshop concluded with a special OAP Honoree recognition , celebrating valued partners whose leadership and service have strengthened our community.

To wrap up the evening, neighbors gathered for a “Bring Your Own Tapas” Paella Party , lovingly prepared by Elsa Memendez, Duncan Hodge, and Jose Olavarrieta. Despite stormy weather, they delivered two massive paella pans to the OCC — and the result was a joyful feast and a wonderful reminder of Oceanside’s community spirit.

The Trails Team has been hard at work on several community projects:

Highway & Beach Cleanup – In our second collaborative cleanup with Netarts WEBS and Solve, 66 volunteers collected over a cubic yard of trash along the highway and shoreline. Afterward, everyone enjoyed Pearl Point oysters grilled to perfection by The Schooner chefs. Big thanks to Chrisi, Marina, and our WEBS partners for making it a fun and impactful day.

Short Beach Trail Rebuild – This project is now in its final stages. 34 Oceansiders have contributed more than 760 volunteer hours to date. We’re deeply grateful to our partners at Trail Keepers of Oregon—Tom, Carl, Steve, Trevor, Ingrid, and Chuck—for their expertise and teamwork. Special thanks also go to Chris Laity, Brian Olle, and Tillamook Public Works, as well as the Tillamook Coast Visitors Association, Netarts WEBS, Oregon Parks and Rec Dept, and all the stewards who paved the way for this trail.

Tire Trail Rebuild – Planning is underway with Captain Eric Schroeder leading the effort. His careful work is helping us prepare for the challenges ahead—updates coming soon.

Looking forward, we’re being asked to consider additional projects such as invasive plant removal, new trail and pathway connections, and historical restorations. Each will be addressed in its time, and we’ll share more as plans develop.

The team completed a concept plan, which was approved by the OAP Board. Work is being completed for a TLT Facilities Grant for a Concept Study and Engineering Cost from a construction engineering group. We have scheduled meetings with ODOT engineers planned for this month.

The Signage Team is working in progress with Partners in Design's on the Proofs#3 for the Oregon State Parks upper parking lot panels:

Revisions of photos and text were made and shared with the designers in August, we are excited seeing the drafts moving forward.

We are asking for your help to help you; 5 minutes of your time.

In coordination with our cell tower partner, we are getting ready to bring visibility with the cell service providers to the fact that Oceanside's cell coverage is horrendous.

Please, pick up the phone, call your cell company's customer service and ask to log a service availability complaint (see numbers below).

Why now? Carriers' decisions to make network changes are data driven. Their teams periodically review complaints records to come up with solutions to address those complaints. However, if there are no complaints from existing cell service subscribers, there is no reason for the carriers to change anything.

Given Oceanside specifics (size, topography, etc.), the most economical solution for a carrier to improve service is not to build a new proprietary cell tower, but to rent space on a shared one. A shared tower solution is what our cell tower partner provides. The sales team plans on approaching the carriers soon. It will help tremendously to support the effort by having numerous records of service availability complaints logged by the carriers.

Please, reach out to your carrier now!

Also, share this note with your family and friends (who will appreciate having cell service when visiting you!) and ask them to help you by calling their carrier's customer service.

Here are a few pointers about reaching customer service:

Be nice - remember, you are calling to log a network coverage complaint. It needs to go on the record. There is a better chance a customer service representative will go an extra mile for you (with a better accompanying note) if you treat them nicely. You get frustrated with them - they might accidentally not log it properly.

Be specific - location and why it is important to you (safety, security, etc).

Call again in a couple of weeks - tell you filed a complaint and wanted to check on the carrier's plans/progress to address it.

Again, share this with friends and family, and ask for their help.

You can call your carrier's main customer support number.

We’re forming a good ol’ bucket brigade (think human chain, not a workout class — though it may feel like one) to move rocks from the beach to the stair path. It’s hands-on, feel-good community work, and honestly, a little fun too.

The Signage team is working with OAP on the Gateway signs community wide ribbon cutting event--details to be provided soon.

Additionally, we have been helping Partners In Design (PID) to refine the Three Arch kiosk panel proofs. We have been collecting higher definition photos for PID from Dawn Harris and partner USFW. We are awaiting Dawn's suggested edits. Also, our photographers, Jim and Melissa, have just provided additional high-definition images.

PID's review of the 1st peoples panel suggested edits. Robert Sullivan is working on addressing these edits. Jim will send additional geology photos for PID to consider incorporating. Jim is also looking into the content on the 'changes human nature made' panel.

Once the design work has been completed, the images will be presented to partners, including USFW and OPRD, for their concurrence.

The OAP Trails Team has been very active in May.

Short Beach Trail Redevelopment

We have completed our coordination with TrailKeepers of Oregon (TKO) and the county on the Short Beach Trail Project. June 4 will be our first day of demolition and reconstruction of the historical trail. The project is expected to run through the month of June at least, with 6 work party events on the schedule.

Legacy Trail Markers Installed

Our team has successfully installed the "Legacy Trails" signage on the historic community connecting trails of Avalon, Terrasea, Trillium, Camelot, and Grand neighborhoods. These markers serve to memorialize these connections for us and future generations.

Scotch Broom Removal Project

Several Oceansiders, including the OVERT team, have contacted OAP regarding removing scotch broom from our neighborhoods. We have completed the beta efforts to establish a procedure, a process, and waste management. So far we have removed and disposed of 5 truckloads of plants (nearly a ton). On June 10 we will have our first official work party from 9:00 am to noon.

Tire Trail Redevelopment

We are thrilled to report Eric Schroeder has agreed to Captain the Tire Trail Redevelopment Project. Please watch for special updates and requests as this progresses.

Beach Clean up Day July 5th

OAP has partnered with Netarts WEBS and Solve for our next Beach Cleanup Party, July 5th from 9:00 am to noon. The Oceanside team will meet at the upper parking lot and work our way towards Netarts.

Launches Seven Principles for Responsible Travel

TILLAMOOK, Ore., 29 MAY 2025 — The Tillamook Coast Visitors Association (TCVA) is proud to announce a new partnership with the national nonprofit Leave No Trace , unveiling the Tillamook Coast Seven Principles —a local adaptation of Leave No Trace’s proven framework for responsible recreation.

This collaboration is a first-of-its-kind effort on the Oregon Coast to develop a tailored, place-based Leave No Trace ethic, reflecting the region’s distinct ecosystems, communities, and challenges. The principles are designed to educate and inspire both visitors and residents to care for the coast while enjoying all it has to offer.

“Visitors come here for the beauty, the wildlife, the waves, and the small-town charm,” said Nan Devlin, executive director of TCVA. “But with increasing popularity comes increasing pressure on our natural and human resources. These Seven Principles provide an easy, memorable way for everyone to help protect what makes the Tillamook Coast special.”

The Tillamook Coast Seven Principles:

1. Know Before You Go: Plan ahead, avoid peak times, pack essentials and put safety first.

2. Stick to Trails and Camp Overnight Right: Protect sensitive ecosystems by staying on designated paths and campsites.

3. Trash Your Trash and Pick Up Dog Poop: Litter and pet waste threaten both wildlife and water quality—pack it out.

4. Leave It As You Find It: Preserve tidepools, artifacts, driftwood and native plants for future generations.

5. Be Careful with Fire: Know local fire rules, keep beach fires small and safe and never bury coals in sand.

6. Keep Wildlife Wild: Observe animals from a distance and never feed them; leash pets to protect both wildlife and your furry friends.

7. Be Kind to Locals and Other Visitors: Respect private property, support small businesses, share space and help maintain the welcoming spirit of the coast.

The principles are the result of collaboration between TCVA, Leave No Trace, public land agencies, nonprofits, and local residents, ensuring that the guidelines reflect both ecological science and community values.

Leave No Trace Executive Director Dana Watts praised the initiative, “This partnership demonstrates leadership in sustainable tourism. Tillamook Coast is showing how local destinations can take ownership of their conservation message.”

The Tillamook Coast Seven Principles will be shared through signage, social media, brochures, visitor guides, and educational programs throughout the county. TCVA also plans to work with local businesses to display the principles in storefronts, vacation rentals and hospitality venues.

The OAP Trails Team has been super busy having fun together! Here are some updates.

Memorializing Legacy Trails

The community has identified many critical community pathways connecting neighborhoods. We have termed these "Legacy Trails". We have started our work in engaging with owners to win their acceptance of the trail markers. We have completed the installation of two trails already. We recognize our children, our children's children and beyond will thank us for these efforts today. We are creating a lasting testament to our environmental and community stewardship, our social, physical, and emotional health and wellbeing, and our embrace of civic prosperity.

Community Cleanup

OAP, Trails Team collaborated with WEBS on April 19th to remove the trash from Oceanside. Fifteen OAP volunteers worked from Tunnel Beach to meet our partners in Netarts. We also hit HWY 131 in the process. A special "thank you" to WEBS for promoting the event and Netarts Oceanside Fire for hauling away the mounds of trash collected. Heaps of garbage were collected. We had a blast working together and look forward to the next opportunity.

Short Beach Trail

TIllamook County Public Works (TCPW), have finalized the material quantities list, cost estimate, and plans with the assistance from Trail Keepers of Oregon for the redevelopment of the Short Beach Trail. TCPW is now purchasing the materials needed. We will soon be completing a work schedule together. Our Trails Team will be ready, and we will send an invitation to our community for those wanting to join in.

Mixed Use Paths Update

This March, the Shared Use Path Team completed its initial objective of presenting a proposal for a path connecting Netarts to the Lighthouse along State Highway 131 and the County's Cape Meares Loop Road.

After the presentation, the OAP Board reviewed the proposal and approved its submission, with some minor edits, to both the Oregon Department of Transportation and County Public Works for inclusion in their long-range transportation plans. This will authorize and facilitate the OAP's pursuit of grants to design and construction prioritized segments of the Path as part of its next steps for bringing the Path to fruition.

The Board is now awaiting response from both the State and County as to how the OAP should participate in the official adoption process. Hopefully, that process will be concluded in time for the Team to help submit a grant application with State and County signatures for this coming September's next round of TLT funding.

Additionally, we are cooperating with Tillamook Public Works, the County, and State regarding a potential application for a Federal Lands Access Program grant https://highways.dot.gov/federal-lands/flap

This grant is limited to Cape Meares Loop from its intersection with OR 131 to the new alignment and then on Lighthouse Road (formerly Cape Meares Loop) from the new alignment up to the parking lot at the entrance to the state park.

T-Mobile/Starlink Developments

We are excited to provide some very important POSITIVE developments update regarding emergency communication capabilities in Oceanside and around.

As shared with you earlier, T-Mobile/Starlink launched beta "direct-to-cell" service at the end of December 2024. T-Mobile subscribers in the US were invited to sign up as beta users.

We are happy to report that two members of our "Improving Cell Reception" team and one OAP Board Member were selected to be the beta testers. Over the last 4 months we have had many opportunities to test the service in and around Oceanside. We are even happier to report that the service works as advertised! T-Mobile advises to have a clear view of sky to ensure satellite connectivity, but in our testing, our phones were connecting to the satellites even from inside of the Oceanside Community Club building. Once a handset is out of cell coverage/Wi-Fi network, connection to a satellite is established automatically with no user inputs whatsoever, and unlike Apple satellite texting, no pointing one's phone to the sky is required.

What was even more exciting - T-Mobile opened beta trial to customers of ANY carrier to try this service for free until July of this year. It then will offer the service at $20/mo per line. T-Mobile customers will be able to sign up in July for $15/mo per line (some premium plans include this option at no cost), and the beta testers - $10/mo per line.

One of the most serious concerns Oceansiders have - inability to receive emergency alert messages while outside of cell signal/Wi-Fi network coverage. Starlink eliminated this concern by introducing Satellite-based WEA (Wireless Emergency Alert) service, which, as we understand at this point, will be free to any cell phone subscriber even once the paid "direct-to-cell" service is launched in July.

OAP Signage Spring Update

It's been a while ... but movement is still ago with Oceanside Signage.

You're probably wondering about those entry signs. ODOT has a lengthy process to endure, however the sites and the signs are given the go. It's soon new and we are planning a community celebration event and ribbon cutting.

Given that Oregon State Parks anticipates work in Oceanside's OSP lower parking lot this summer, Sally, Jim Young and I shifted focus this winter to the Three Arch Rock & marine science Kiosk. We worked up some good Power Point drafts that are going to TCVA's Nan Devlin this week and on to the Partners in Design for their design work. This project is aligned with the grant process through June with this project.

Roy Lowe, former USFW Three Arch Refuge Manager, provided us with great wildlife photos. Jim Young, Oceanside marine biologist and WEBS volunteer has provided exceptional expertise and photos.

Over the winter, the OSP upper parking lot signage was addressed. Robert Sullivan (Sully), Oceanside historian and myself worked up a draft on The Ne tau its People's, which has been rather involved for accuracy.

Many months ago Sully had provided a professor at University of Oregon, locally found projectile points in order to gain more knowledge. Also in question is a 'spirit wand' found during the 1950's excavation at Netarts Spit. I was notified just this week that the request has been forwarded. We await a response. Additionally a Geology Panel has been drafted along with a draft panel titled "Improvements" Human Made and Nature Made.

The later is directly from Oceanside's Centennial event. These drafts have been handed off the Nan Devlin for viewing only at this point. I am sharing those rough drafts here also.

As for Oceanside's Establishment and commercial and service building plaques I have worked up drafts but the priority shifted at this point to the above projects. I will say that the 'railing' siting for the establishment panels are in question. The railing is part of Joanne Jene's property, between Roseanna's and the Oceanside Community Club. We need clarity before trying to proceed with this site. So any thoughts on that are welcome.

That's a basic outline on where things are at.

OAP Cell Team developments with actionable efforts

We hope you have been following our updates regarding direct-to-cell rapid evolution.

Here are a couple of developments that warrant us reaching out to you just a week after the previous, scheduled update.

Starlink, in partnership with a New Zealand's cellular service provider One NZ, launched free direct-to-cell texting service across the country a few days ago. It works as intended.

T-Mobile, Starlink's partner in the US, opened registration for "direct-to-cell" beta testers in the US. This will allow users to send and receive texts when outside of cell tower coverage. We urge all Oceansiders who are T-Mobile subscribers to sign up ASAP via T-Mobile's registration link .

We strongly encourage Oceansiders to act now.

If you indeed get selected, we would appreciate you keeping our team posted on how this service works for you. This would help OAP's Improving Cell Reception team in prioritizing our efforts to bring better mobile connectivity to Oceanside.

1). The team is working hard to affirm definitions, define the scope of the project, and continue engagement with State, County and Local Staff and Elected officials.

In an effort to incite continuing discussion, I would suggest the following further breakout of Priority1:
Determine that the Path will be on one side of any given road segment, not both.
Develop standards for crossing points as the Path may need to switch from one side to another at certain points.

* (1A) Full Multi-Use facility from Symons Viewpoint by the sewer pump station to the entrance to the entrance to the Sewer Treatment Plant on the west and north sides of the State/County roads. Level turning to gradually increasing grade. Should maximize uses to Alder as this is the heart of the community. This will cause some landscaping adjustments in the right-of-way and may reduce some parking on the outside curve, but will dramatically increase safety and connectivity. Will need to be accompanied by a crosswalk treatment to the Sewer Treatment entrance and the Rubber Tire Trail, and possibly a stop/yield sign for the northbound right turns off the Highway onto the County Road. Once at Symons, will require a crosswalk to Westside in the belly of the road at a location with best sight-visibility to connect to the parking by the sewer pump station.

* (1B) Full Multi-Use facility from Hillsdale to South Avenue. Fairly level on East side, although this will cause some landscaping/mailbox adjustments in the right-of-way, but will dramatically increase connectivity allowing access to the Camelot network/tire trail, etc., but, at Capes Drive will require crosswalk switching sides to the west side.

* (1C) First a pedestrian facility from Hillsdale down to Symons Viewpoint on the north and east sides of the Highway due to sloughing and safety considerations. Either ped or full Mixed Use will require significant slope cut'n fill, along with storm drainage and utility accommodations.

* (1D) First a pedestrian facility from South Avenue/Cape Drive to Falls Creek Trail on the westside with substantial grade adjustments and no interim connectivity benefits.

I recommend a driveby to look at these segments and develop pros and cons.

We are opening the Oceanside Action Partnership Trails Team to anyone interested in participating in the management of our trails and neighborhood pathways plan. While our trail work days are open to everyone who would like to volunteer when specific events are scheduled, we are looking for individuals interested in the planning and leadership of our trail efforts.

Current tasks needing administration and leadership. We are looking for two volunteers to lead these tasks:

Facilitate the process of installing trail markers for our existing trails and pathways so those less familiar with our neighborhood trails can better find their way.
Research and plan development for improving the Tire Trail.

Cell Tower

Coordination efforts to bring a new cellular service site/tower closer to Oceanside continue.

One of our team members Paul Newman, Oceanside Water District's (OWD) Chairman, led an on-site meeting on November 26 between an engineer representing the tower construction company and Water District technical personnel. The purpose of the meeting was to ensure the tower construction at the selected site (OWD leased property) would not negatively affect current OWD operations and any OWD engineering work envisioned for the future (i.e. an Emergency Intertie between Oceanside and Netarts Water Districts).

The experts agreed that the tower placement would not interfere with OWD operations, nor would it be in a way of any other Water District's projects being considered.

We will continue to work very closely with the tower company and assist in any way we can to expedite the process of building the tower and improving cell reception for the community.

Oceanside Public Wi-Fi

The public Wi-Fi network in Oceanside, as originally designed and budgeted, was envisioned as a bridge project to add mobile connectivity coverage for the most visited areas in Oceanside's main village and the adjacent beach area for emergency communications while the new cell tower site was being constructed.

Back in September we applied for T-Mobile's Hometown grant to fund the Wi-Fi project. The winners were announced at the end of November - our project was not selected for funding. Our plan "B" was to apply for Tillamook County's Tourism Facility's Grant (funded by the TLT money), and for Travel Oregon competitive grants.

However, earlier this week our team decided to put the Wi-Fi project on hold and stop seeking funding for it.

We made this decision based on two factors:

1) The cell tower project is moving forward rapidly. The tower building company expects to complete the project earlier than originally anticipated.

2) Currently there are positive developments in the "direct-to-cell" efforts by SpaceX (through Starlink/T-Mobile partnership), Apple and other big name technology companies.

While #1 above is self-explanatory, the "direct-to-cell" progress in the last 3 months is truly remarkable and deserves a few words in this update.

Direct-to-cell is a term used to describe wireless communications via a satellite in orbit from a standard unmodified handset (your smartphone). The benefit is clear - no mobile communications dead zones.

T-Mobile and Starlink are at the forefront of the effort, utilizing Starlink constellation of about 330 (at the time of this update) direct-to-cell capable satellites. The partnership planned to launch the service this year, offering texting capabilities in 2024, and adding voice and data in 2025.

The system was successfully life-tested in October during hurricane Helene with FCC emergency authorization. People in the path of the hurricane were able to text and receive Wireless Emergency Alerts while the cell towers were down.

On November 26, 2024 FCC approved T-Mobile and SpaceX's direct-to-cell service. An official announcement for the service launch can be expected very soon.

Other providers are racing in the same direction. AT&T and Verizon partnered with AST SpaceMobile to develop and provide similar "direct-to-cell" service. With the latest system update in October of this year Apple expanded satellite two-way texting on iPhone14 and 15 models from emergency services only to any recipient. This capability was tested successfully here in Oceanside by a number of people.

All of the above developments are very good news for Oceansiders and our guests. The lack of mobile connectivity for emergency communications is quickly becoming a problem of the past.

Because of these very recent and rapid developments in the "direct-to-cell" space we put the public Wi-Fi for emergency communications project on hold, as it would provide the same benefits as the "direct-to-cell" services. We would not want to waste resources on a duplicate capability.

Why do we still need a new cell tower if the "direct-to-cell" technology is here?

That's a very good question. Why is our team is still putting in efforts to move the cell tower project forward if Oceansiders are going to have mobile connectivity through satellites?

Direct-to-cell offering will start with the least bandwidth intensive service - texting. As far as e-mailing, web surfing, video conferencing, movies streaming, and other data hungry applications - those will not be available any time soon through "direct-to-cell" technology.

It is all about the difference in the level of service linked to the bandwidth capacity limitations between the two options - the terrestrial cell towers and direct-to-cell communications through satellites.

The terrestrial towers utilize 5G protocols and backhaul links (fiber or microwave) that allow for data speeds of up to 20Gbps.

In comparison, a Starlink direct-to-cell beam from space creates a terrestrial "cell" about 15 miles in diameter that provides only 10Mbps of bandwidth shared between all subscribers within the cell.

**Please note that Starlink High Speed internet and Starlink Direct-to-Cell are two separate and distinct services provided by separate constellations.

Terrasea to Camelot Walking Path
The path connecting Terrasea and Camelot has been memorialized and has now been reopened. Thank you to everyone in the conversation to renew this important pathway. This path not only allows for an important connection between two neighborhoods but a way to the beach using the tire trail. Using this route reduces the auto traffic into the village and avoids pedestrians on highway 131 walking from Terrasea.

Community Pathways
In the months ahead you will begin to see markers on our community pathways making navigation on our pathways easier to navigate.

The design phase for the Short Beach trail improvement project is underway. A group of us from OAP, the county and Trailkeepers met recently to discuss improvement parameters. Trailkeepers ( https://trailkeepersoforegon.org/ ) will lead the design and management of the trail work. They design trails for state and municipal parks all over the state. A draft plan will be delivered to the county from Trailkeepers. Once the design is reviewed by the county, an informational meeting will be scheduled for us to learn about the new design. Additionally, Trailkeepers in their role as project manager will help us as volunteers participate in the project. With the project hopefully beginning near the start of the year there soon should be some work we as volunteers can do on the trail to prepare for the new design. Once the project is underway, there will be a detailed list of tasks and a schedule for our volunteer efforts. Those details will be published as they develop, “stand-by.”

Cell Reception Update for 10-23-2024

A consultant assigned to work on this project reports that the cell tower building company is in talks with the property owners discussing the site lease.

In addition, to avoid any interference between the cell tower and potential water district intertie projects, a meeting between cell tower company's architect and an engineer representing Oceanside and Netarts Water Districts is being planned in the near future.

Oceanside Public WiFi

Our team submitted an application to T-Mobile's Q3 Hometown Grants program at the end of September seeking help to finance free public WiFi in Oceanside.

While the grant application was straightforward, it was also quite involved.

Working very closely with our partners, we had to create and agree on a detailed budget, draft a project timeline, address the impact on the community, and more - and the team managed to hit the submission deadline!

Special thank you to our partners who provided outstanding Letters of Support - Oceanside Neighborhood Association, Netarts-Oceanside Fire District, Tillamook Coast Visitors Association, Oregon Coast Hosts, and Tillamook County Board of Commissioners!

We should hear from T-Mobile by the end of November if our project is selected as one of the winners. Winning projects will be financed by T-Mobile before the year end.

If T-Mobile finds that other communities deserve more help at this point, we will continue seeking funding for the project elsewhere.

For example, we will plan to apply for 2024-2025 Tourism Facilities Grant funded by the TLT money collected by Tillamook County, since benefits provided by public WiFi infrastructure have direct and very pronounced positive impact on safety and well-being of our community's both guests and residents.

Efforts to bring better mobile connectivity in Oceanside continue.

Cell signal coverage improvement

The project passed yet another milestone by our technology partner - final selection and approval of the tower site location.

While the company that builds the tower "owns" the project and timelines, our team will continue supporting our technology partner through project completion by facilitating information exchange and flow of ideas between all partners/stakeholders - private and public.

Public Wi-FI

With quotes for equipment, installation and ongoing support expected to be finalized by the end of July, we started compiling documentation required to apply for grants to build and run free public Wi-Fi network in Oceanside. In the coming weeks, we also will be reaching out to Oceanside businesses and organizations (ONA, OCC, OPS) as well as to County and State partners to provide letters in support of our project.

Once the documentation package is complete, we plan to apply to different federal, state and private programs.

One of such grant opportunities resides within Tillamook County grants that are funded by TLT (Transient Lodging Tax) collected by the county, as Public Wi-Fi will have very pronounced positive and long-lasting impact on convenience, but more importantly on safety of Oceanside visitors and locals alike. We will apply once the current year application period opens this Fall.

Oceanside Enhanced Emergency Communications capability in times of long-term power/internet outage

Every year Oceansiders experience power outages that last for hours, or even days. While the County and TPUD work diligently to minimize outage occurrences in the area, the community is not guaranteed to have uninterrupted electric power service in the future.

Moreover, in case of a natural disaster affecting power distribution infrastructure (earthquake/tsunami), Oceanside will be left without power for a very long period of time. No electric power means no wireless communications or internet connectivity, as many of the uninterruptible power supply solutions are not designed to sustain networks for prolonged periods of time without grid power.

We are looking to alleviate this problem by building upon the proposed public Wi-Fi network to allow mobile connectivity in Oceanside (even if at a degraded level of service) using satellite technology (Starlink) for backhaul traffic.

I recently saw an article naming Oceanside one of the friendliest cities on the west coast (“6 Friendliest Towns,” 2024). Deb and I moved here in May of 2023 and often met neighbors as they were walking by our home. Many we met were from different neighborhoods in our community and we might not have met them apart from their walks by our home. Many of us love to walk and what allows us all to “cross paths” is the network of trails, paths, and streets in our community. We are a friendly community and these neighborhood encounters are one way we grow our relationships. Thus the “mission” of our team is to look for opportunities to improve our trails and paths to maintain the relational connections to each other and our beach.

Gail Chun-Deduonni first led this team with this mission in mind and invited Deb and I to participate. This last spring I took the leadership baton from Gail to continue her pioneering work and mission. Thank you Gail for your efforts to start and establish this work!

Beach Clean-Up July 5th

The beach is our longest and largest trail! We organized a beach clean up on July 5th to follow up the festivities on the 4th of July. The clean up event attracted 25 volunteers for the 2 hour scouring effort focusing on the Oceanside beach from the tunnel to Fall Creek. Thank you to those who served:

Short Beach Trail Update

Access to Short Beach will soon improve. Chris Laity, reports that Brian Ollie, Public Works Engineering Project Manager, is actively at work coordinating the redesign and redevelopment of the trail. Funding has been awarded. Trailkeepers of Oregon may partner in the effort. The trail team and volunteers from OAP may also have opportunity to serve the effort to maintain the trail after construction is completed. When we know more construction detail we will post the information on our website.

Future Efforts

As we discovered in the clean up effort after the 4th of July there is an interest in maintaining our trails and outdoor spaces. After Labor Day our team will meet and begin to develop plans for future work. These details will be established in the days ahead and posted on the OAP website.

The signage team is awaiting the proposed county designs for the two gateway signs. Once this happens we will add our support and it will move to fabrication. We anticipate installation in late fall 2024.

Advocating for Connectivity: OAP Proposes Mixed-Use Pathway to State Legislators

Update June 19, 2024

"On June 18, 2024 a group from OAP presented at the Joint Committee on Transportation at the Port of Tillamook. The legislature’s Statewide Transportation Safety and Sustainability Outreach Tour welcomed an opportunity for us to introduce this community priority. The goal of the meeting was to help build public understanding around the challenges Oregon faces in maintaining a safe, accessible, and reliable transportation system.

We proposed that the Joint Committee add funding for the design and development of a mixed-use pathway from Tillamook, to Netarts, to Oceanside, to Cape Meares Lighthouse. We discussed how this would benefit the community in many ways, including connecting the rural communities, improving safety and emergency preparedness, improving our economy and tourism, and adding to the overall livability of our area.

We concluded by letting the legislatures know we have a team ready to help! We presented a paper copy to State Senator Weber for her advocacy."

Mapping Oceanside's Trails: Preserving Access and Planning for the Future

The Trails Team identified and mapped Oceanside’s public trails with inputs from our knowledgeable residents. This map helps us identify areas in our community that would benefit from the creation of new neighborhood-connector trails. Some of these areas are connected with frequently used trails that cross private property and could be rendered unusable due to future land development on that property. To date, the Trails Team has identified a dozen public trails used in Oceanside, from the Fall Creek Trail to the south side to the Short Beach Trail on the northside of our community.

We shared our trail map with Dan Haag, Trails & Outdoor Recreation Manager at the Tillamook Coast Visitors Association in March 2024, who said it was a great starting point in our effort to support trails in our community. Additionally, we are forging a relationship with the Trailkeepers of Oregon (TKO), a volunteer-powered nonprofit working to build, maintain, and advocate for Oregon's trails and natural places. We are working to host a small group from TKO on June 11th so they can survey Oceanside’s trails in the summer of 2024 and determine how our trails fit into their overall trail plan. We also hope to engage interested Oceanside residents in TKO trail building and maintenance events throughout the county.

The OAP's "improving cell reception" team is happy to report on progress achieved since our previous update

Back in March, we communicated that our primary efforts were directed at understanding how much each of the potential solutions might cost. This required a lot of research and communications with our partners, discussing the most promising technology options and ways to come up with the most optimum solutions.

Fast forward to the end of May - not only do we have a better understanding of the particular projects' costs, but we moved past that into bringing our partners to Oceanside to discuss ways of working together on these projects. Notably:

Cell signal coverage improvement

Last week our team had a high visibility meeting in Oceanside with a consultant and a regional manager of a company that builds cell towers. The meeting was attended by the Tillamook County Commissioner Mary Bell and Tillamook County Director of Community Development Sarah Absher.

We had a very open and productive dialog, with many questions asked and answered. It was very reassuring and effective to have representatives of our local Government ( Oceanside is governed by the County Board of Commissioners), land use and permitting office, a technology partner and Oceansiders in the same room sharing ideas and discussing ways of moving this forward, and to observe everyone working together and pushing in the same direction.

After the meeting, the company representatives drove to visit 3 potential cell tower sites around Oceanside identified earlier in their research.

To address Oceansiders' concern "Are they planning to put a cell tower in front of my windows?!" - no. The sites considered are on the hills away from residences. View obscuration is a part of the company's due diligence/checklists in evaluating sites' suitability and has a big impact on site choice. For example, a possibility of a tower site at the top of the Maxwell Mountain Rd was removed from consideration precisely because of an "eye sore" quality, even though it could provide the best signal coverage for Oceanside.

Next step - the due diligence consultant will compile and present the report to the company management advising on site selection. This will take a few weeks. There is always a chance that the company might decide not to proceed with the project, but Oceanside has never been this far along with a project of bringing cell signal closer to our community. We are cautiously optimistic.

Public Wi-Fi

Why are we even considering outdoor Wi-Fi for Oceanside while working on a project to bring better cell service to the area? Expediency. It takes a cell tower company 24 months to build and commission the tower under the best-case scenario. It takes weeks to deploy a Wi-Fi network, and it can be done gradually.

The main driver behind our specific Wi-Fi network architecture is public safety. When deployed, it will allow anyone with a smartphone to join a free public Wi-Fi, to call and receive calls (over Wi-Fi), to send and receive text messages, and to do basic web browsing.

We've been in very active discussions with Oregon Coast Wireless, a Tillamook company, about the possibility and challenges of building the network to cover Oceanside beach area and the lower Village - our tsunami inundation zone.

The proposed network might include around 20 outdoor Wi-Fi routers (see the image below). The company plans to install 1 or 2 to conduct a proof-of-concept demo with our team in the first half of June. We are excited and looking forward to this demo!

We also would like to reassure Oceansiders the projects our team pursues do not cost Oceansiders a penny. There are no plans to bill Oceansiders for any of these through some special tax or assessment. None of the money donated to OAP (and thank you everyone who donated!) are going to these projects.

In summary, we are excited to see the projects moving along at a good pace. We hope you are excited too!

5-20-Update Signage Team

Well we have the final revised entry sign submitted to TCVA's design team. In June/July once the TCVA funding goes through, Stephen Schlott Partners in Design team will work to produce the draft of the final design. The signage team will then provide a final review and return it for production. The OAP now has placed a copyright on the lovely design by Kim Green, shown here. Some have compared it to a WPA poster, interesting.

Following on the team's outlined agenda from 2023, last Monday Bruce and Kris met in Oceanside with the Grand Ronde Tribe's cultural protection specialists Chris Bailey and Cheryl Pouley. We discussed the considered signage locations and structures in the upper and lower OSP parking lots. Chris will take the discussion to Jason Elkins, Oregon State Parks. An eligibility review will occur within the G.R. Confederated Tribes on potential culturally sensitive locations. This begins the integrated process with related agencies.

Sally T. has had an initial discussion with our USFW partnership on marine ecology subject matters +, related to the lower parking lot signage. Kris has met with the researcher at Grand Ronde on material related to the Tillamook People, specifically related to the Netarts People of the Netarts Sandspit Village. Also Kris has begun a draft on historical geology, thanks to Tom Horning, Seaside Geologist. This will be a compatible side panel to a native peoples history panel in the upper parking lot.

As previous, it would be a good project for a team member to target revisions to the signage at the Y, where Pacific Ave. meets Cape Meares Rd. Addressing the No RV parking signs is still an issue.

Our team also is flirting with the idea of some kind of mural on the north side of the OCC, with artist Andrew R. in mind.

Kris is also continuing consideration of photos that could accompany establishment history on panels between Roseanna's and the OCC. The centennial exhibition and Marilyn Rossnick's photo sources have been most helpful. At some point this summer there will be a Wayfinding Strategy Meeting with the TCVA. It will further support our signage and messaging work.

March 14, 2024 Meeting (3/18/24 v.1)

A small group met to share and exchange information on initiatives and efforts identified by our Oceanside neighbors.

Dan Haag, Director of Trails, Outdoor and Accessibility for the Tillamook Coast Visitors Association (TCVA) joined us to share his work and perspectives. He thanked Oceanside for their support of the recently passed SB 1576. The bill affirms immunity protections for keeping parks and trails open and provides for a two-year timeframe for legislators to make additional changes and updates to existing statutes. He encouraged us to thank our legislators for their quick action in addressing this issue. Both Short Beach and Tire Trails in Oceanside are affected.

Information on activities and funding opportunities with the TCVA:

· Accessibility tool-kits for trails and availability and placement of “David’s Chair”

· Volunteering opportunities for youth groups that have included the Girl Scouts and Boy Scouts

· Trail Ambassador Program

· Scholarships through Tillamook Bay Community College

· Support and connection with trails organizations including the Oregon Trail Keepers, Sisters Trail Alliance and Tillamook Bay Trails Coalition

Chris Laity, Public Works Director of Tillamook County, shared updates:

· Short Beach – A grant has been submitted for the design of a new trail to replace the current one. Additional funding will be identified for the build and completion. Chris expects effort to begin this fall.

· Tire Trail – Bruce Jaeger shared that there is an interest and effort to identify ownership of the property over which the trail and bridge fall. Chris shared that he did not believe that the trail falls on county property. The trails group shared their overall concern about the integrity of the trail and options to repair and/or replace it.

Craig Child and Mapping Oceanside

· As part of the effort of the Trails Team, Craig shared a map that he worked on with Gill Wiggin to identify trails in the Oceanside area that included: Trails in use and located on public land, trails in use on private land and county trails. All acknowledged that this is a great visual and tactical tool to help us better focus attention and efforts to connect our neighborhoods and provide safe access for public use.

A greater sense of place for Oceanside is through relevant and creative signage.

The Signage and Messaging Team is pleased to have hit strong local interest with the New Entry Signage Project and voter turnout.

The project will move into its next phase with TCVA, the Artist Kim Green, and support of the team to bring the chosen artwork for the sign into a creation phase.

As part of longer term projects related to historic, cultural, and marine sciences in the Oceanside area are being considered, we are meeting with our community partners for collaboration on potential positioning and content of our signage. Illustration in signage is being considered.

Oceanside Action Partnership's team of volunteers tasked with finding ways to improve cell reception continues on its path to bring better mobile connectivity in Oceanside.

While the initial work was concentrated on developing a better understanding of what kind of technology mix would work best for Oceanside, most current efforts were directed at moving towards understanding how much each one of the potential solutions might cost.

All of the project tracks taken resulted in a good amount of progress over the past few weeks:

A quote for an RF (radio frequency) Study was received from a firm specializing in setting up and running private wireless and 5G Wi-Fi networks. Such a Study is a pre-requisite for the firm's creation of network design and ready-to-sign equipment/services contract.

The RF Study proposal was presented to the team in a Microsoft Team's call, questions were asked and answered.

A local (Tillamook) wireless Wi-Fi network provider was engaged in discussions about feasibility of a public Wi-Fi in Oceanside.

The owner of the company sounds optimistic, currently working on creating a quote for such a network, and promises to deliver the quote soon.

The effort to pull in cellular service to Oceanside's "dead zones" through a technology partner that builds cell towers and rents those to the carriers continues.

Project "Oceanside" passed the firm's initial milestone - management approval to allocate funds for the project's due diligence. An external consultant, initial "boots on the ground", was retained by the firm (at the firm's expense) to do the review.

"Starlink for emergency communications" project discussions had been on hold pending OAP's 501c3 approval by the IRS. Once the approval is received, the team will put together a comprehensive proposal and budget ("what is it, how does it work, who will be involved and how, how much will it cost") for the OAP's Board review and approval to seek out funding.

Votes are in! Oceanside Gateway Signage Results

A tremendous turnout resulted in 434 individual votes cast by Oceansiders and supporters of Oceanside.

Thank you all for participating!

Kim Green’s design was selected by a wide margin of votes, showing the logo clearly resonated with voters in representing a memorable snapshot of Oceanside life.

The logo will grace Oceanside as the new gateway signage at our north and south urban growth boundaries.

The next step is to work with the Tillamook County Visitors Assoc (TCVA) and their design team to create the finished product.

Kim Green, the OAP Signage Team and OAP Board will work closely with the TCVA and their design team to bring the finished product home.

U.S. Congress Passes $1.33 Million Package for Oregon Signature Trails!

The $1.33 Million package includes improvements on three of Oregon's Signatures Trails: the Historic Columbia River Highway State Trail in the Columbia Gorge National Scenic Area, the Blue Mountains Trail in the Umatilla National Forest, and the Oakridge-Westfir Mountain Bike System in the Willamette National Forest.

Dedicated funding for specific trails is extremely rare in the federal budget appropriations process, and we are so grateful to Oregon's Senator Merkley and Senator Wyden for their support for trails and their leadership bringing this funding to Oregon. When Oregon Trails Coalition published the Oregon Signature Trails Inventory last spring, this was just the kind of investment we were hoping to forward!

SB 1576 A: Emergency Recreational Immunity Fix Passed By Oregon House!

Today SB 1576 A was passed by the Oregon House this afternoon by 50-0 vote. The last remaining step is for the Governor to sign it into law.

SB 1576A is critical to keeping our trails open, reversing recent closures, and keeping local trail improvement and development projects on track! (read announcement)

Oceanside - Netarts Mixed Path

Oceanside-Netarts Mixed Use Path

This team's mission is to work with county and state road agencies to design, develop and implement a mixed use walking/cycling path connecting Netarts, Oceanside, and the lighthouse. So far the team is very small, officially only having one Oceanside community member (Gill Wiggin) but in the last several weeks I have reached out to a few locals whose knowledge I believe will be indispensable in this project and am waiting on official answers.

With the help of OAP a meeting was held in December that included Chris Laity of the Tillamook Country roads department and Caroline Crisp from ODOT. The goal of the meeting was to help us get started on the project, hopefully getting it included in the next Transportation System Plan(TSP) for the county. They offered great advice and some useful next steps, these included:

Putting together a map of potential routes, including the pros/cons of each
Proximity to the highway will make more grants available
Community involvement and support will be crucial, this includes participating in public comment periods for the TSP
Think big picture to identify opportunities and constraints

Following their advice we met to start mapping potential routes along with strengths and weaknesses of each. While keeping the route in the public-right-of-way on the uphill side of the highway is the most obvious and preferable it is still important to have alternate options in case of unforeseen obstacles.

For now this team is in a bit of a holding pattern but working to complete the route option plans soon. This project will require a lot of community engagement and I will do my bet to keep people informed of opportunities to help.

Little Trails Team Update – January 2024

Trails were identified as one of the top initiatives resulting from the 2023 OAP strategic meetings. Because of this, the Little Trails team was created with a primary directive to identify and map existing trails in the Oceanside. Through this process, opportunities would be identified to maintain and enhance current trails, as well as to identify and potentially establish new trails.

More than twenty-five people, representing the diversity of neighborhoods in Oceanside, have signed up to participate on the team.

To initiate the process, a small coordinating team met for several hours to discuss, review, validate and draft a preliminary plan to meet OAP’s goals. The coordinating team included: Ann Passmore (Administration), Deb Sprague (Maintenance) and Gail Chun-DeDuonni (OAP Team Coordinator).

Working with the direction provided from the OAP strategic meetings, the coordinating team reaffirmed the team's primary objective to map the Oceanside area in order to identify current trails, and to document additional information that could include:

1. Established trails that are improved or unimproved;

2. Ownership of the land upon which the trail is located: Public, private, government;

3. Easement and/or permission for access established;

4. Identification of new trails to be established;

5. Identification of existing trails that need maintenance.

It was also agreed that a partnership with the Tillamook Coast Visitors Association, and more specifically with the Trails & Outdoor Recreation Manager, Dan Haag, provides an effective collaborative conduit for sharing of information and strategizing about issues and initiatives that affect state and local trails.

Additional Issues:

Fields v. City of Newport – impact on “recreational immunity” and effect on trails in Oceanside.
Short Beach Trail and Tire Trail (Camelot) – OAP Leadership partnered with Tillamook Public Works to write a grant for the replacement of the Short Beach Trail and continue to research options for repair/replacement of the Tire Trail.
Collaborate with the OAP Leadership to create a vision and mission statement for Little Trails.
Identify local and state-wide trail advocacy groups.
Update and post Little Trails contact list – if you have already signed up to be on the team, you will receive an email to verify your contact information.

Little Trails plans to schedule a full team meeting sometime in February-March.

Signage Team Formed

Signage was determined to be an area of interest for Oceansider's attending the initial 2023 OAP strategic meetings.

The Signage and Messaging team of 6 community members quickly determined that there were many aspects to

Oceanside including it's history of establishment and original habitation that have never been publicly displayed here.

The team met for a walk to consider Oceanside's mainstreet and parking areas and driving to it's Urban Growth Boundary (UBG) for discussion.

The teams determination included areas to address:

1. Entry place name signage at both Urban Growth Boundary (UBG) boundaries.

2. Historical informational plaques on business and service buildings.

3. New sidewalk railing affixed with panels displaying/story telling history and photos of Oceanside's establishment.

4. Upper OSP parking lot signage incorporating native Tillamook tribal history and also geologic history.

5. Lower OSP parking lot signage to incorporate the areas marine biology, wildlife and its human interface providing interesting facts and pictorial messaging.

Given the largess of the 2nd - 5th areas it was determined that the overall plan come in phases. It was determined with the support of TCVA's Nan Devlin that the projects 2-5 would take up to 2 years to complete.

With the guidance of the OAP and TCVA's Nan Devlin the committee determined the 1st phase to be the entry signage. Currently in process, artwork from Oceansider's is being submitted. As a whole the community will choose it's favorite through a juried OAP process. The signage choice will then go through the TCVA's design team process and final completion will occur within the year.

The Signage committee's Sally Tuttle is spearheading the coordination of the OSP lower parking lot signage projects.

Andrew Roberts is providing illustration to all areas.

Kris Woolpert is focusing on the signage in the upper parking lot, the railing project and the historical plaques.

There are many partners involved- The Rosenberg family, the Apperson family, Oregon State Parks, the Grand Ronde Tribes, geologist, marine biologists and various individuals and informational sources.

In February the committee will plan to meet for an updated session.

All Oceansider's are invited to join in and provide input on the Signage and Messaging of our community.

Cell Reception Intro

The OAP asked for volunteers to join the "cell team", and Oceansiders responded.

Bob Sprague, Don Nelson, Jeff Mason, Pam Zielinski, Paul Newman, and Yuriy Chanba formed the team at the end of October 2023 and started working towards the goal of having better communications capability (voice, text, data) in Oceanside.

A multi -path strategy is being employed to prioritize efforts to facilitate delivery of better connectivity in Oceanside.

The team is investigating different methods and technology to address Oceansiders' need for reliable mobile communications.

Specifically, we are looking into postal pigeons (no, not really), extended range public outdoor WiFi, cell signal repeater options (Crown Castle), Private Wireless Network solutions (Ceragon Networks), and satellite communications technology (Starlink). A number of meetings were conducted with a select group of potential technology partners discussing technical challenges and solutions, leading to a better understanding of choices Oceansiders have to enjoy a more reliable mobile connectivity.

The ultimate goal of the team's effort is for Oceansiders to have seamless cellular service in localities where the service is spotty or does not exist today. Additionally, we are looking into alternative complimentary solutions for emergency communications:

addressing current absence of emergency communications capability in the lower laying part of the Village and the stretch of the beach from Oceanside to Netarts (ability to make 911 call, receive public emergency broadcast text/tsunami warning, etc), and

creating robust backup communications options in the immediate aftermath of a large-scale, long-term power/communication services interruption for all of Oceanside neighborhoods.

In anticipation of 501c3 approval, we are working with partners to come up with actionable plans, technology and infrastructure choices, realistic budgets and funding options.

In the meantime, we'd like to share with Oceansiders a few points related to improving cell service/emergency communications options discovered during our research:

Personal cell tower

If you have broadband internet at home but no (or unreliable) cell signal, you can set up your own personal cell tower.

T-Mobil, Verizon and AT&T all have proprietary self-installing "cell towers" you can connect to your router and create a cell service at your residence. These are not cell signal boosters that need at least a weak signal to work. These will create cellular service in areas that don't have any cell signal. While the cell signal created is much weaker than that of a "public" cell tower, it is stronger than WiFi signal you might be using to make calls over WiFi. As a result, you will have better connectivity inside and outside of your house.

In testing, we've seen reliable cell signal up to about 150 ft outside of a typical house. We have 3 neighbors in Woodlawn/Avalon area with properties about 150ft apart who installed T-Mobil CellSpots at their properties creating roughly 3 acres of cell reception area and providing cell signal on about 700ft of adjacent roads that previously didn't have cell signal. Any cell phone using T-Mobil as a service provider will seamlessly connect to this "cell".

There are technical limitations: limited number of devices can be connected at once, traffic can count towards your traffic limits (so it is better to have unlimited data plans with both your cell and data services providers), connectivity is service provider specific (Verizon subscriber can't connect to T-Mobil CellSpot and vice versa), etc. Therefore, personal cell towers do not provide a comprehensive public cell coverage solution. You still may find it a useful tool for yourself and for your immediate neighborhood.

We recommend you do not order online, but call your provider's customer service, explain that you do not have cell service at your property and are interested in the personal cell tower they offer. Your service provider might send you equipment for free.

Other mobile service providers might offer similar solutions. Give your provider a call to find out.

2. iPhone 911 Satellite capability.

Apple offers free Emergency 911 text service via Satellite for iPhone 14 and 15 in the areas with no cell reception. The caller would need a clear view of sky to lock in a satellite to establish 2-way communication with 911 services via text.

A s of this moment (January 2024), this could be your only option to reach out to emergency services while on a walk around Oceanside or on the beach.

Samsung doesn't have the capability yet, but rumors are it will be offered with the new model release in February of 2024.
